There has always been bio labs. They are in China, Russia, the US, probably Canada and apparently Ukraine. The labs aren’t the problem, security at the labs is the problem. Look at Wuhan.
These things aren’t nice but both sides need them as deterrent.

and what did the subsequent presidents know about them?
What was the true purpose of these labs?
When were those labs built?
Why were these labs built?
