In South Bend, ButtJudger turned 4 lane roads into 2 lane roads so he could add bike lanes that no one uses (particularly in the winter). He also changed one way streets into two way streets which killed all of the on-street parking. A civic engineering genius that guy is...

They WANT to inconvenience and endanger car drivers

In my area they seem to rip up the same roads througout the entire area every year and then let them sit until it is close to winter. Then they patch them up..sort of

When and if a road does get finished, what was two lanes is now one with a bike lane. The weather here is not bike friendly more than 50% of the year.
