Similar to the KGB, the US DOJ is the political brain and nerve center of Fed.gov. Its control is both via lawfare, and the power of the FBI.
Trump never controlled the DOJ. It controlled him. Sessions was a disaster, who hobbled Trump from the start. Barr was a handler/minder/compromise who was there to prevent open warfare. IMHO.
