I’ve stayed in both Tallinn (capital) and Narva (border town with Russia.) Beautiful, tiny little country.
Both times I was there due to Russian visa issues.

Why? Even Fox News reported Latvia, Lithuania, and Estonia get 100% of their energy from Russia. It would make no sense to attack them.
