In other words Putin had no intention of ever attacking Ukraine. All he wanted was some guarantee that they would not join up with NATO may be a few other things. In other words Putin won.

Make it so that everyone is going to believe that Russia is going to attack Ukraine then let him have the few things that he wants and then you come out smelling like a rose claiming that you prevented him from attacking Ukraine in the first place.
