In that regard, the people of Chicago have very few constraints that would limit what they want their government to be.

Yep. I live in a city that hasn’t elected a Republican in 80 years. That’s not because the Democrats have been so competent that the voters never got fed up. It’s because the Democrats have been counting the votes for 80 years.
