It explains in absolutely clear English that having had COVID is not an exemption to entering Australia without have been fully vaccinated. It's very simple to read. The last paragraph tells you where you can confirm the information online on an Australian government website.
It is a simple fact that Djokovic did not have a valid exemption to enter Australia.
It's not complicated. The information was publically available, and stakeholders were specifically informed of it.
While I can believe Djokovic may not have understood this, it doesn't change the fact that this was a requirement.
People may well believe it shouldn't have been. I'm one of those people. But it was a requirement and he has been allowed to evade it. He has, by simple definition, been given special treatment.
