Are you suggesting that the FFLs don't have to pay to get the locks they're being forced to sell? That wholesalers are going to GIVE them the locks FREE?
If the government can force FFLs to stock gun locks then they also can force Piggly-Wiggly to stock Beluga caviar, fentanyl gummie bears and weapons-grade Pu-239.
No, I am not suggesting that. But a gun seller merely has to have one lock box for sale and they are in compliance.
