For some reason that even the Air Traffic Controller can’t understand, the pilot decided to do a VFR landing with a 500 foot ceiling.
500ft!!
Maybe in a Cessna 150 with a good pilot!

Again it was only an 80 mile flight. Too short to file IFR. Wonder why the would take a Lear Jet for a 15 minute flight? Very expensive option with bad results.

Pretty sure IFR brings you down to 500ft, where you then convert to a VFR landing. If you cannot pick up the runway at 500ft, you then go around for another attempt or divert to your alternate airport plan.
All landings are VFR.
