The flight was from Orange County to San Diego. About a 15 minute flight. Would be VFR for entire flight. Too short for IFR.

If you listened to the ATC recording, the pilot was obviously flying IFR, and requested cancellation on final.

With a 500ft ceiling there’s no flight “Too short for IFR.” Maybe staying in pattern for a touch ‘n’ go in a 152, but it’d have to be someplace Podunk.
