Agree. This proposed amendment is a bandaid, especially over the 16th and 17th.
Percentage of Senators with >16 Year’s tenure:
1819 – 1821: 1%
1915- 1917: 5%
1995-1996: 14%
2017-2019: 20%
Before the 17th, state legislatures were the farm teams for the senate. Today, House of Reps is the typical stepping-stone to the senate. When they arrive, they bring their awful partisan habits with them.
All good things are possible with repeal of the 17th and impossible without.
Too generous on the upper age limit. 72 would be better.
