Let them start the riots, arrest all of them, try them for insurrection and put them in prison at hard labor for 20 years. Do something drastic to stop all of this. Yep, this could be seen as an opportunity. Let the enemy lawbreakers commit themselves, and then crack down. There's probably a Sun Tsu saying about it. However, I'm sure NYC will back down.
