I don’t think a LEO can take those actions on his\her own.
Then go to the DA and request a warrant. If the Sheriff never intended to follow up his finding with arrests then why did he do it?

Maybe he know the answer would be a “do nothing”. Maybe he decided the court of public opinion would be more persuasive.

Then he's an idiot. Those who are convinced that the election was rigged don't need any more evidence to sway them. Those who believe the election was fair will not be swayed by his news conference alone. It will take charges, trials, and convictions to do that.
