Well, no. He was the one responsible for pushing H.W. Bush to call off the dogs when Schwartzkopf was 90m from Baghdad and could have gotten rid of Saddam then.
When we were wiping out the Iraqi army as they retreated from Kuwait, he convinced Bush it looked bad on TV so he let them get back to Bahgdad.
Then he convinced Bush to let Saddam keep equipment and helicopters to be magnanimous and for “humanitarian” reasons. Sadam used the helicopters to kill Kurtds.
He didn’t believe in defeating the enemy completely. As Trump would say,” a TV general.”
