The answer is because having Democrats win elections is much more important than having fair elections. Also, Democrats are above the law. Law’s only apply to the poor, Republicans and Independents who don’t do as they are told.

If we spent more time concentrating on a message that turns out voters we would be in much better shape. Sadly getting the most votes doesn't win elections, the last election proved that, or should have to any thinking voter.
