25% death rate... yep, would cut the cost/size of government immensely, and the early stopping of pension eligibility would do the rest in not having tied up govt. funds funding the pensions.

Secondarily- it creates a whole new class of people to be ridiculed and properly addressed as slavemasters/overseers within the fedgov. Call them what they are— federal slaves who are expendable. A perfect socialists solution.
