Actually, no. He was going to sign whatever spending bills Congress put in front of him. Ironically, it was the Republicans in Congress who turned out to be the most prudent during those years. The 2017 tax reform bill drove up revenues considerably, which meant growth in the Federal debt slowed even as spending grew a lot.

That’s what I recall. He wanted a real “infrastructure” bill, but Ryan and McConnell blocked him on that and now the remaining corrupticon splits the “Republican” party to vote for a Rat cash orgy. Nothing prudent about it.
