Actually, no. He was going to sign whatever spending bills Congress put in front of him. Ironically, it was the Republicans in Congress who turned out to be the most prudent during those years. The 2017 tax reform bill drove up revenues considerably, which meant growth in the Federal debt slowed even as spending grew a lot.

Nah. That’s a value judgement you’re placing on him. He’s not a puppet like the Thief.

He went for the deal he could get, with the crook McConnell twisting and weaving to get his patrons a little more cash at every step of the way.

That’s what I recall. He wanted a real “infrastructure” bill, but Ryan and McConnell blocked him on that and now the remaining corrupticon splits the “Republican” party to vote for a Rat cash orgy. Nothing prudent about it.
