This is an easy fix. Horowitz has in his possession electronic devices and metadata that shows agents were routinely talking to the media. Simple...if they weren’t authorized to talk, then FIRE THEM.
The slapping of wrists has to stop. It’s time to put down the scalpel and pick up the broad-axe with these people.
Here’s the problem: the FBI wants agents to talk to the media in order to shape news stories and burnish the Bureau’s image. On the whole, as a policy matter, those also help with accountability. It seems to me though that strict internal guidelines and monitoring by the IG would do much to remedy the problem, along with other reforms like body cameras on raids and arrests and the routine recording of witness interviews.
