It is entirely possible that one or more of the fully vaxxed arrived infected with symptoms too mild to demand hospitalization. A ship places lots of people in confined spaces. All of those vaxxed can neatly incubate vaxx escape variants and share them freely with others in the crowded spaces on the ship.
Cruise ships have always been a target of viral contagion. It's often norovirus spread by fomites (door handles, serving implements at a buffet). An airborne, rapidly mutating RNA virus enjoys creating quasispecies swarms in the presence of people in close quarters.

Well, the vaccines were certainly intended to prevent infection and transmission, but they FAILED to do so. Now all that the talking heads have left to recommend them is to say they MAY mitigate the symptoms of the illness.
