Justice Dept Says IRS Must Give Trump's Tax Returns to Congress

The U.S. Justice Department on Friday ordered the Internal Revenue Service to hand over former President Donald Trump's tax returns to a U.S. House of Representatives committee, saying the panel has invoked "sufficient reasons" for requesting it.

Congress can request tax documents, they’ve done it before.
I could be wrong, but I believe that Congress can request tax documents as a part of drafting legislation as opposed, say to publicly embarrass, shame, or destroy a political adversary. Except for impeachment, Congress is not the place to prosecute alleged crimes. See the prohibition on bills of attainder.
What do you thing Congress’s real motive is in this case?
