people can go into shade and get 10-15 degrees cooler instantly
people can go into caves or underground and get cooler right away
people can go into water and cool down
people can receive useful cooling effects from sweat and/or water and air currents
to warm yourself in cold always requires a near-continual or continual heat source, lest you are immediately in unrelenting cold again
further you have more food options in heat than cold, things do not grow in wintertime unless kept artificially warm, winter is not a growing season where we are above the equator

What a surprise! When you close nuclear power plants, tear out hydroelectric dams, stop any expansion of natural gas heating, and double your electricity demand by allowing only electric cars, causing you to run out of electricity, you're surprised?
