You have it backwards. It takes less time to load or unload a 15,000-TEU container ship than to load or unload three 5,000-TEU ships. The larger ship requires more personnel at the port terminal, which is what is apparently causing the problem with the COVID outbreak.
I have worked as a consultant at a number of ports where they tried to go to a 24/7 operation. Most of them stopped that operation because it wasn’t working. It makes no sense to move a container out of a port terminal at 2:00 AM if the warehouse receiving the load ten miles away doesn’t open until 7:00.

* Shipping fuel transportation costs ⏫ ☑
* Buying. Gone. ☑
* Empty containers ☑
Most of the Warehouses in Ontario - Fontana, etc. are open 24 Hours now just because they are so busy.
No one, including the Ocean Carriers or the Shippers want to pay OT to the Longshoresmen. It is a real mess.
Do Californians still receive the $300/week federal stipend. That could explain the shortage of workers at the Port of L.A.
I wonder if the ship can unload in or near Vancouver, Canada instead. The truckers can then take Route 99 down to customs, then proceed south on I-5.
