Because those don't work for everyone. HCQ in particular is mostly an immune suppressor. It's also anti-viral and that helps, but not enough to cure COVID. It's main role is to keep the patients immune system from killing the patient, while the doctors use other drugs to treat the symptoms and kill viruses.
