Perhaps the Tactical Groups should be rotated around Mexican states on a yearly or semi-annual basis.

You just described what might be the first qualifier in recruiting Men/women with nothing to lose to eliminate the bad guys where ever.
If Mexico had the intestinal fortitude, they would target the leaders of the cartels, torture and murder them. Maybe take out their families also. Then keep working down the chain of command until they had no effective leadership. If they want war, you give them war.....a war that they cannot stomach.
