Anybody and everybody has known which bases have nukes in Europe for the last 40 years. It's the worst kept secret in the history of mankind. The rush to indignity whenever something like this is published is huge, but the russians have known where they're at forever.

Rephrasing my question... Were the flashcard apps authorized or not? If they were authorized and set up by the commands involved, the soldiers are not at fault. If constructed by the soldiers without authorization, they are.
