Apprehension is a broad brush. Someone fleeing from LE should not be assumed to be easy to apprehend. The apology could’ve very easily been a feint.

Certainly, very easily. They should be on their guard. But it’s part of the job, the duty, for agents of the state to be neutral to people who are assumed to be innocent per law.
