Why three weeks from now? Why not 17.63 days, or yesterday?

What will be different in precisely three weeks?

He’s looking for 50 cases per 100,000 people, now we are at 125 and dropping fast, I guess he think 3 weeks will be close enough. Either way, I’m happy,
