I will somewhat agree with some constraint being applied. When police switched from revolvers to semiautomatics like Glocks, the average police shooting round could went from 5-6 to 15-17. That may reflect threat but seems like it may also reflect a training mentality.

Police are trained to keep shooting, rapid fire, until the perp goes down and is visibly no longer a threat.

The first shot may well have been fatal (eventually), but that doesn't matter. The cop will keep shooting as long as the perp is still standing, and a trained person can empty a mag in a few seconds.

You shoot until the threat is no longer there. No disagreement between us. I was simply noting the statistic. I do question why 6 rounds from a revolver now requires/equates to emptying a magazine from a Glock. The answers could be legit. But training hammer drills vs double tap for response is a valid question.
