(excerpt) The training is part of a new program launched by the West Georgia agency meant to address some of these questions. The program, called "Shoot to Incapacitate," is challenging decades of police orthodoxy around use of deadly force. Instead of teaching officers to always aim for available center mass of the body — usually the chest, upper torso and head — the training is giving them another option if they must fire their weapons in the line of duty.
The course is the first of its kind in Georgia and could well be a first in the nation. It is teaching officers that in some instances where they are authorized to use deadly force, they have the option to aim for the pelvic region, abdomen, legs and arms of a person posing a threat. The idea is that a gunshot to these areas, while still potentially deadly, could stop the threat while increasing the chance that the wounds will not be fatal.
Police has few expert marksmen. Camp Perry holds law enforcement competitions and these guys are amazing!
But the rank and file are not like these experts.
The experts are usually somewhere on call, I have never hear of any of them being involved in BLM type of shooting. It seems officers involved are often new, quite often female.
They are not even armed that well. They usually have some standard service pistol, which is east to carry, but not a competition material. Lots of money would have to be spend to upgrade every policeman on the street.
Finally, there is the adrenalin rush. It is a lot easier to aim in the range than in real world situation, if your life is in danger.

On several experiences in America I’ve pulled my weapon and not used it...
I’ve seen cops do that too
And it stopped the threat....I was prepared to shoot but preferred not to....
Although once I did come close to a thigh shot with my 38SW....yes that’s right ....not a .special....drunk kid breaking in....a judgement call....I was alone

I do have the distinction of having been shot....something I’d wager is fairly uncommon here...although not in Sierra Leone

Nope, military veteran that went through Security Forces school and DM training. Did shipboard security on special weapons, VBSS and anti-terrorist work, before it was cool.
