Not sure it is quite as easy as you make it sound. Yes, you volunteer to join, but that doesn’t mean you can just walk anytime you want.
I may voluntarily sign a contract, but I still have to honor that contract - I don’t get to just cancel it.

It is a contracted job with rules to breaking the contract. Not that easy.
And how did he get a weapon out of the armory? Young recruits don’t sleep with them and I’m not surprised about no ammo. That’s normally passed out at the range after they pick up their weapons. putting young people on a bus to go to the range with ammo in possession is foolish. If this is not the case, they are wide open for someone to accidently shoot someone.
