Ronald Reagan let the federal budget and the alien invasion get out of control.

Unfortunately, Democrats (who controlled the House during much of Reagan's two terms) had this nasty little habit of declaring Reagan's budget proposals "dead on arrival".

As to the "alien invasion", the IRCA (Immigration Reform and Control Act) passed in 1986 altered U.S. immigration law by making it illegal to hire illegal immigrants knowingly and establishing financial and other penalties for companies that employed illegal immigrants. President Reagan signed it into law on November 6, 1986.
