Why do we even have a Congress and a Senate when a POTUS can just about push and enact near anything with an Executive Order, why!?!?!?

Executive orders were once, properly, just reiterations to enforce CURRENT laws passed by Congress, not novel laws yet to be passed. Yes, this is unconstitutional.

The administration could not answer exactly how many workers would see increased wages once the order is implemented ...Why not?
Isn't wages paid part of the public record?
