Democrats move reparations bill out of committee in historic vote

On Wednesday, Democrats on the House Judiciary Committee voted to recommend the creation of a commission to consider reparations for the Black descendants of U.S. slaves.

First introduced in 1989 by Rep. John Conyers of Michigan, H.R. 40 had never made it out of committee until this week. Twenty-five Democrats in the Committee voted in favor , while 17 Republicans voted against .

“This legislation is long overdue,” Rep. Jerrold Nadler , Judiciary Committee chairman, said . “H.R. 40 is intended to begin a national conversation about how to confront the brutal mistreatment of African Americans during chattel slavery, Jim Crow segregation and the enduring structural racism that remains endemic to our society today.”

Rep. Sheila Jackson Lee had reintroduced the bill earlier this year.

“We’re asking for people to understand the pain, the violence, the brutality, the chattel-ness of what we went through,” Lee said during a committee debate on Wednesday.

“No one should be forced to pay compensation for what they have not done,” Rep. Steve Chabot, R-Ohio, said during the debate on the bill.

The advancement of H.R. 40 marks a victory for proponents of a national redress to the inequities caused by slavery. While the bill does not lay out how reparations would take shape, it establishes a body to study the effects of slavery and the socioeconomic discrimination that followed .

“This is a huge development in terms of a multi-developmental struggle of African Americans in this country,” Dr. Ron Daniels, president of the National African American Reparations Commission (NAARC), told Yahoo News Friday. “This bill will go to the floor of the House to be voted on. It’s hard to express what it means that this nation is on the brink of addressing one of its original sins of enslavement and addressing its aftereffects.”

Reparations should be paid according to the ratio of Sub-Sahara West-African DNA in the recipient’s blood.

Unpaid child support would be subtracted, of course. :)

O.K., 158 years ago, and if you were 14 then, now 172 years of age (if one’s birthday was from January to around mid-April, 1849).

That’s very impressive. Must be a low-carb diet.

They need to donate stock, not redeemable for 20 years. Point the “disenfranchised” to passively participate in the free market, so everybody wins.

Do families who sent their sons to fight in the Civil War to free the slaves, or who supported the underground railroad, etc. are they going to be exempt from reparations? Or were their deaths and lifelong disabilities in vain? And is this going to people who are just black or is it going to black people who can trace lineage back to the pre-civil war?

Are we counting everything that has been OFFERED to the blacks through the decades that has been rejected by their own culture and attitudes? WE need to pull together a list of legislation and payment values.

*When blacks were offered grants to go to college and declined them, it is not our problem it is theirs.

*When blacks were given entry into college over whites to meet quotas and still failed to take advantage of the opportunity before them, this is not our problem.

*Affirmative Action and not being willing to step up into the job is not our problem.

*Bussing and desegregation of schools where black students still failed to achieve is not our problem.

So if we give blacks “reparations,” is it really going to help them or is their “problem” more a systemic cultural problem in their own communities and their refusal to accept their role and responsibility for it?

When they open their mouths and tell us we don’t understand the “black experience” they are correct. We don’t understand it! We don’t understand why when given the opportunity to change and better themselves they reject it, we don’t understand why their community despises those who rise up into success and out of the black poverty trap.

Success isn’t about ‘acting white,’ it is about respecting yourself and the struggle. When what you are doing as a culture isn’t working, you have to change your culture from within to grow. Outside opportunity is like rain and sunshine, outside oneself, but you are the seed. Either you plant on the road or you plant yourself in fertile soil.

We really need to not be afraid of creating the narrative around reparations. Just in my lifetime I consider everything the white community has done to accommodate black culture. From changing our language to not say Negros or black or whatever to “person of color.” In this post I used the word black, not as a pejorative, but to acknowledge a whole community. It may ‘trigger’ quite a few folks, but these are honest questions from a fellow citizen. Does the black community acknowledge all that has been done to help them and acknowledge that their own rejection of those opportunities rests within their own cultural construct?

From the text of the bill itself the commission will have 13 members. One of the qualifications for being appointed is:

(2) All members of the Commission shall be persons who are especially qualified to serve on the Commission by virtue of their education, training, activism or experience, particularly in the field of African-American studies and reparatory justice.

The budget for the commission is $12 million. The commission is supposed to report its findings within one year of passage. This means the report will be issued during the middle of the 2022 election campaign. This is the wedge issue the Democrats are preparing to use for that cycle. If they capture the House and Senate they will claim a mandate for reparations.

Reading the text of HR 40 tells you where this is going. The conclusions are foreshadowed in sections 2 and 3 of the Bill. The commission report will provide the specifics including:

(E) How, in consideration of the Commission’s findings, any form of compensation to the descendants of enslaved African is calculated.

(F) What form of compensation should be awarded, through what instrumentalities and who should be eligible for such compensation.

(G) How, in consideration of the Commission’s findings, any other forms of rehabilitation or restitution to African descendants is warranted and what the form and scope of those measures should take.

The complete text of the bill is a short read and is worth your time to read so you will know what is coming. The House will pass it as Pelosi will ensure her party has no defectors and a few Republicans will join them. Then the focus will be on the Senate where if the filibuster isn’t gone by the time the bill arrives, the pressure will be on the Republicans. If the 7 who voted to convict Trump fall in line only three more are needed. Who will they be?

Conyers, Nadler, Lee, all reds and anti-white racists (Nadler is a self-hating Jewish price whom we call a KAPO).

Most of the others in the congressional movement at either Marxists, black racists/extremists, or just plain crazy like Schiff, Waters, etc.

(a) Number And Appointment.— (1) The Commission shall be composed of 13 members, who shall be appointed, within 90 days after the date of enactment of this Act, as follows:

(A) Three members shall be appointed by the President.

(B) Three members shall be appointed by the Speaker of the House of Representatives.

(C) One member shall be appointed by the President pro tempore of the Senate.

(D) Six members shall be selected from the major civil society and reparations organizations that have historically championed the cause of reparatory justice.

Notice not one person, not one who is going to be able to categorize all that’s already been done. It isn’t so much as opposition as there needs to be a committee to apply the factual reality check on the preposition before us.
