Could they be referring to identification panels so Russian aircraft can sort out who is who?
That is what they are. I know that. But no one reading the article or the news cut would have a clue. For example, my wife read it and had no idea.

Yes, they don’t want friendly fire incidents. Much of the hardware both sides have are the same considering they were both part of the Soviet Union so they need some way to differentiate between the two forces.
