20,000 people — no power, no water (housing, sanitation, and food?) ... right, no big deal.
No power water etc for 20k people sounds like a minor Gulf hurricane.
We all know the people at risk are old and/or have comordities. This is even a smaller group given vaccines. Therefore, protect the unvaccinated old and comorbid with their own cruise ship, staffed with nurses and doctors to care for their existing conditions. Everone else ... let them party on different cruise ships.
Don't punish the healthy. Allow those at risk to protect themselves, if they choose. Yes, if they choose. At least that is what I try to do given my age and ailments. I often choose to live life rather than protect myself since I know protecting myself is not living. It is a risk the I knowly take.
Just take them in the ships straight to the American border
bet you ten cents that even though it would not be the united states responsibility that if Trump was in office his people would behind the scenes would of worked it out with one of the ship companies a deal to evacuate the island....This is something that sevral other world leaders besides Biden could do. The country that has sovernty over the island could do this and is not. the world is addicted to the united states providing leadership in areas like this.

1 - right now the power and water systems to the WHOLE island is out. The whole island, including the so called ‘’safe zone’’ may require evacuation. That’s 100,000 People.
2 - last time this volcano erupted, a connected ‘’sister’’ volcano on Martinique, to the North, blew and killed 30,000 people in 3 minutes, among others lateron...and 1600 on St. Vincent.
Some version of this has occured every 90-100 years throughout this island group history since it has existed. Most of the islands are just tops of connected volcanos.
If history is any indicator, this will possibly (likely?) go on for weeks and affect many times the 20,000 people 1st evacuated from the volcano zone.
I’d MUCH rather to have had been in New Orleans during Katrina than on these islands now.

Make it interesting where the Prime Ministers family refuses to get the vaccines due to their lack of trust in them, and they get a special exemption to escape on the cruise ship full of nothing but government officials and thier families . Then Jason Statham, who was a former demolition expert that worked for the government, and whom he and his family already had COVID and are technically immune, are refused entry to get onto the ship, So he decides to highjack a fishing vessel with 200 lbs of C-4 and heads out to take care of “government business”.

it sorta already is in America, if you look at the ‘real id’ that airlines are requiring of those residing in border states. Complicated for women who have been divorced or remarried - to have to have all that personal paperwork dug out (if you can even find it any more) and submitted to a hourly DMV clerk of dubious trustworthyness to prove US citizenship so as to obtain a ‘real’ driver’s license ID.

In Texas last year during the primary and general elections, no mask was required in the polling places.

Employees vaccinated will refuse to work with non vaccinated and force the corporations companies and businesses to vaccinate or be fired.
Businesses will have to post in their places of business that all employees have been vaccinated in order to do business and be licensed by their state.

In the severe 1902 eruption most of the deaths occured near the volcano. The rest fled south to the Kingston area. In 1902 the massive death occured from a pyroclastic flow from Pelee’s huge eruption on Martinique. It was no more than 5 miles away, but the govt. refused to encourage/permit evacuation because a controversial election was about to be held. The governor who made this mistake died most horribly. There had been weeks of preliminary eruptions and at least 50 had already died when giant poison centipedes or millipedes (forget which) and poisen snakes fled into the city.
