A value of 3 ng/ml is considered lethal. At the concentration measured, their is edema in the lungs (filling with fluid) that cuts off the oxygen. That accounts for Floyd stating, "I can't breath" even before he was placed on the ground. At autopsy, his lungs weighed 2x to 3x times heavier than normal due to the edema. He drowned in his own body fluids.
