Russia is actually trivial in population, in GDP, in ability to manufacture salable export stuff.

I don't see many Russian-made keyboards with embedded spying chips. Of course that doesn't preclude Russia buying them from China or hacking the spyware.

Or smart phones, tablets, PCs, TVs. cable boxes, routers, printers, sat radios, cameras, GPS radios, Bluetooth headsets, etc.

Or video social monitoring systems (cameras everywhere in public) with facial recognition and emotion detection.
