Or video social monitoring systems (cameras everywhere in public) with facial recognition and emotion detection.

Yep, you're right about all that. I would not count Russia out with figuring out how to hack and leverage all that Chinese spying gear. But China is a far greater threat, and anything on your list can be a spying or hacking threat.
