Easy to explain. Texas does not have good city engineering. For example, Houston was submerged in 50 feet of water after a recent storm came through. Do you think other states don’t get torrential rains as well, but somehow don’t lose large cities from the flooding? It’s engineering, and Texas obviously doesn’t have quality infrastructure enough to handle a bit of cold weather. That’s not really the current Governors fault, it takes decades to build stuff.
