How would a person know if one of their firearms has a current ATF 4473?
Or do they mean the person has to have a current 4473 record?
There are currently 74,454 federal employees working for the IRS. Most of these IRS employees have families and live in local communities not surrounded by barbed wire or personal security. On the weekends they shop at Costco and take their kids to little league games. My prediction would be that in the event of an IRS turned into the enforcement of gun control, a lot of these IRS employees, their spouses and their children are going to die.
It's one thing to put the squeeze on the financial assets of miscellaneous tax evaders. It's going to be another thing when trying to put the financial squeeze on millions of gun owners, who, after all, are armed to the teeth with guns. If only 1/10% of 1% of these 100M gun owners (that's 100,000 PO'd people), decide that this is the last straw, then the IRS is going to quickly discover they have a "staffing problem."

"Current" is a relative term. All firearms purchased from FFL dealers in the U.S. since 1968 have an ATF Form 4473 somewhere. "That" is a topic of further debate. The law says the FFL dealer must keep the original 4473 on his business premises for 20 years. After that, or sooner if his business folds, the forms are turned over to the BATFE. Where BATFE stores them is unclear. Most believe they are in warehouses surrounding W-DC. Conspiracy rumors abound since POTUS #42 WJC's watch when the US-AG was Janet Reno. Some think Fedzilla starting digitizing the 4473s, illegally, in order to build a clandestine national firearm registry. I think the truth got conflated between the 4473s and the digital background check with the FBI's NICBCS. Those records were supposed to be wiped after a month. But there was some evidence that suggested the FBI was not wiping its NICS computers.
If you personally bought the firearm from a FFL dealer then there is a 4473 form, somewhere.

That is my interpretation of SJL's bill regarding a universal background check. DoJ could have decided that it was simpler to have everyone start over with new records, and maybe something other than the 4473. Such a plan would be more inclusive, assuming, incorrectly, that all firearm owners will voluntarily comply. Digitizing all those 4473s, especially where most have probably been transferred to new undocumented owners would be a huge task. If the bill passes, I reckon we'll all find out together.
