Evanston, Illinois, is like a lot of American cities. The city just north of Chicago appears picturesque, updated and grand on one side -- but not far away, one can see the signs of economic and racial segregation, despite the city's proud, diverse and liberal reputation.
What sets Evanston apart from other cities, however, is its groundbreaking plan to address the impact of that segregation and Black disenfranchisement: reparations.
The impetus for the city's reparations resolution, first passed in 2019 and spearheaded by 5th Ward Alderman Robin Rue Simmons, is rooted partially in Rue Simmons' experience growing up Black in Evanston.
Rue Simmons acknowledges the concerns of those community members who feel $25,000 is not enough.
"$25,000 is life-saving for some families right now," she said. "But relative to the injury, it's not nearly enough. And I get that."
That's why she hopes more relief will come from reparations at the state and federal levels, including HR-40.
But Evanston's leaders are not waiting for Washington. They plan to begin dispersing funds this spring and hope that is just the first reparative step for Evanston, and for other cities across the country.
"When I introduced reparations in Evanston it was always the first step of many to come," Simmons said. "There is a lifetime of work ahead of me and my children for us to get to justice for the Black community."
She said she remains hopeful, and that she must, to do this work.
"I do believe that we're committed as a city. And I believe that we will advance reparations," Simmons said. "I can't wait to celebrate the family that receives their first reparation benefit. I cannot wait for that day."

The US has over payed the whiners.
That is why the whining will never stop.
The non-whiners went out and worked hard.
Reparations are just another way of keeping LAZY people dependent on the government for Demonrat votes.
Period.
Anyone living off the government for generations will never change.
Should be funded by taking the entire city budget and dividing that number by the number of reparation-getting people. No problem. All employees can then stay home forever and file for unemployment and wait for their reparations
Is she an alderman, even though she is a woman? Or isnit bigoted of me to just assume she identifies as a woman because in my simplistic mind, I conclude that she appesrs to be a woman, thus actually is a woman?
Should she be an alderperson, not even an alderwoman, so we csn be sure to be up with the latest preferred descriptions of people?

Or..maybe they do it the Third Reich way—one eighth counts...
What about recent black immigrants (legal or illegal) from Africa? Do they qualify to receive reparations? Or—if their ancestors sold slaves should they pay the reparations too?
We need to spend billions of dollars to study this....
On the other hand, I/we have over 125 Cherokee/Creek/? Indian/Native American ancestors documented by the old fashioned genealogy ways: via birth data, marriage data, military data, census data and other documentation. In spite of that our DNAs show zero Indian/Native American DNA.
I commented about this to a first cousin. Who is a lot more cynical than I am. The reply was, “This is/was pre planned and anyone with 1% African DNA will get reparations.”
They haven’t decided what to do about the descendants of the so called civilized Native American tribes.
Maybe they should limit it to people who had an ancestor who was a slave in _______________________, fill in the blank.
That drives left wingers in California wanting reparations for today’s blacks, into spasms.
Reparations hell! Since this money's going to those who have been injured by slavery, I'm WAY more interested in finding out their advanced discoveries that allowed slaves from 1865 and before to still be alive!

So it's a college town. Now it make sense (even though it makes no sense).
Five of my ancestors that I know of so far, died in the fight to free them.
They owe me blood money.
Of course this will be like every other government giveaway program and expand far beyond what was originally intended. At some point the City of Evanston will come to the realization that it is not sustainable. The real fun will begin when they decide to pull the plug.
Since when was Illinois a slave state?
How many Union troops from Illinois died freeing the slaves?
Do I get my share, since I have a black ancestor, who once was a slave?
