The reckless driving charge was probably legit.
They reached a plea deal to make it go away -- I'm guessing so it didn't show up as a violation on his license.

Yes, it isn’t illegal to have his blood level and be driving, or to drink and drive. It’s only illegal to be “impaired” (and/or at an illegal level of BAC).

I'm no fan of Bruce, either. And I live in Jersey.
He wasn't arrested after blowing 0.02%. He was arrested for failing a field sobriety test, after the ranger observed him doing at least one of the shots. He also refused a breathalyzer at the scene. (if the news accounts were correct)
Once at the station after being brought in is when he blew the .02. His BAC surely dropped from the time he was first approached and when the test was administered, but unless he sat around for hours, I doubt he was ever approaching a 0.08.
Could've been a belligerent ranger dealing with an even more belligerent celebrity.

From what I can see, two counts were dismissed and he pled guilty to another.
Happens all the time ... even in MURDER cases.
