The launch order gets relayed through the Secretary of Defense, there's no button in the football briefcase that goes directly to the missile silos.

If there was an incoming attack, the chain of command would already be primed to receive a launch order. If Biden, out of the blue, decided to tell SecDef to nuke Belgium, then the chain of command, starting at SecDef, would have the opportunity to say "wait a minute", and have an emergency 25th Amendment chat with the VP.
