Not that there is anything that Cruz personally can do about this - it’s mainly a state matter, federal disaster relief has been approved - but it’s still a lousy visual for him.
There probably isn't much he can do but totally blowing up any notion of constituent service and saying "don't expect me to help expedite or direct federal resources to Texas" is an odd choice for a politician.
I agree that a lot of the outrage is performative but there's no one better than Cruz at performative politics in the Senate so I guess it's kind of fitting.
