I don't think he can. I think that's beyond the scope of what EOs are for. Democrats are unaware of this, but the original intention was not to make Democrats into dictasters, er, dictators, but for the executive to issue guidance on how the executive branch is going to carry out Constitutionally passed legislation.

People really don’t understand this axiom: Except for one time payments to the population like we’ve seen with the pandemic stimulus, the Federal government does not hand out money to individual people unless they are in very dire straights.
i.e. you may see the FedGov forgive a part of your Student loan if you are on welfare or living in a cardboard box.
That is, nobody wants their life to be in the situation where they are even eligible for student loan debt relief.
Like rush limbaugh used to say, the government wants to give you just enough to keep you miserable. Those that go on to live lives of joy and productivity will see little or no student loan debt relief. That is simply the FedGov’s MO. And really, that is the only time help is justified - people that don’t get it are at risk of dying.
Biden wants to get congress involved so he can smear the GOP for opposing loan forgiveness and lock those voters in as Democrats.
What the GOP should do is propose giving money to those who have NEVER attended college (which is the majority of Americans, btw).
Make the case that if you are going to be shuffling money between taxpayers, it should be going from the rich to the poor.
Those that go to college make multiple times as much money in their lifetimes as those who don’t. It’s unfair to tax those who don’t go to college and give the money to college grads who are better off financially due to their college experience.
I doubt it would ever make it through congress either, but it would throw a monkey wrench into the Democrats’ argument for bailing out college students.
If the gov is going to give $50 to people, why should it be people that have attended college and not the poor?
Tell the mortgage companies to send their bills to Biden.

How very brave of them, considering that all Federally held student debt is currently in Forbearance (not being collected), at 0% interest, until at least Sep 30, 2021. However, not all student loan debt is fed owned, and I don’t think Josef Stolen can forgive that private debt.

Yep, that’s exactly what I said about it when they proposed it again. Also, if it’s forgiveness across the board, why would anyone pay for college ever again? They’ll all take out student loans — even folks who can afford to pay for it — and wait for another round of forgiveness.
They’re gonna be surprised when the IRS starts withholding their tax refunds in the future if they default on their student loans. Even the stimulus payment can be seized for defaulted loans.
I still have a student loan; never occurred to me to stop making my monthly payments.

Joe and the Ho can kill the student loan program by just by "pretending" to have a plan to forgive all student debt.
If many former students, expecting debt forgiveness, stop repaying their debt all at once, the student loan system will collapse.

Apparently so. Even better if you study something completely useless like "women's studies" or "gender studies" or whatever the latest fad/drivel is these days. Don't bother studying a science or engineering field - apparently the math that these cirricula are based on is now considered racist due to it's focus on actually getting the right answer.
Of course it has been noted that the real irony of the notion of forgiving student debt is that the net result is to hammer the working man. Er, sorry, working person, er, maybe working non-gender-specifc-pronoun-of-your-choice. The net is, millions of "working class Americans" you know, the moniker the leftists like to throw around, will now be paying (via taxes) for all those "rich college kids" to have gone to school. Hey, how's that "the left looks out for the working man" thing working out?
Ha ha ha! You mean they don’t understand that democrats promise all kinds of great stuff and when they don’t want it to really happen they blame the restupilicans for why you are disappointed. Wash, rinse, repeat.
