Perhaps you misunderstood my point: For the cell phone to function - especially for you to receive calls - the network has to know where your phone is. Even if you have disabled tracking, it still has to know.
As you noted, whenever you activate your phone, the first thing it does is say, “Hello, I am here!” It keeps saying that, even when not being used, as long as it is active. In some cases, even turning the phone off does not de-activate the phone. That’s a fundamental part of the way that cell phones work.
Thanks Elsie. So for $700 a person could get their own (maybe with a forged police letterhead) and see who they are and where they live. (I have my registration and insurance card hidden in the vehicle. Have heard stories of breaking in, getting that info and then the thieves hit your home while you are gone.)

Yep. Perfect post. I have been thinking long and hard about something that can happen if they decide to come for me. I won't worry about it at all because it will already have been effected before they can get to me. Plan LONG term. Folks MUST think about such actions way ahead of time.
