There was a caller on Rush yesterday who said that Kamala's office had clarified that what she meant to say was "reclaim abandoned mine lands" (like strip mine lands).
After some discussion, Rush relented and agreed.
Even with the correction, the idea is still ridiculous. But better than having miners defuse live explosives.
