After the kleptocrats have their assets stripped and they are in jail (so they can’t bribe anybody)—that is the time for policy ideas.
SEC sets the rules but too your point, that simple rule change will not happen. I was just pointing out how EASILY the problem could be corrected.

Well, the people using Robin Hood didn’t realize they are peons, and will be destroyed for trying to use the systems the aristocracy uses.
