You are uncommonly perceptive. OF COURSE there will be a GPS tracker put on ever vehicle on the road, much like the system now used by GM cars already, the OnStar, now on a subscription plan, but made compulsory for everybody, with command center then a government agency.

License plates are renewed every year. Every 2 years in some states. Probably an odometer exam & taxes due on the license renewal date.
They would tax sex if they could find a way. Of course, same sex would be tax exempt.
Well, I can’t help but wonder what placing you plate in a large anti-static bag will do. I mean it’s still transparent, it’ll just block the signal.
When you get State inspections annually they log the mileage.

By using another industry that they regulate, the insurance industry. In order to get auto insurance, you will have to put down the initial milage, then when you renew the next year you will have to put down the current milage. Now of course they won't trust you to do this, so you will have to get it done at an "official center" like when you get emissions testing
In order to qualify for the low-mileage discount from my insurance company I have to provide a photograph of my odometer every time I renew my insurance.
