Why not cede the remaining half of DC back to Maryland, as was done with the other half, to Virginia, in 1847? That would give appropriate representation in the House to DC residents without carving out two more Senate seats.

DC, with more population than Vermont or Wyoming would make a serious dent in Maryland politics. For example MD would not now have a Republican governor if DC voted there. Neither MD or DC residents are very interested in such a marriage. For that matter why not give DC back the chunk of Virginia that was given to VA because the residents of Alexandria did not want to loose their slave market around 1836(?). This would remove a considerable population of liberals from Virginia and VA would probably become a Republican state again. DC would then have 2 Representatives rather than one.

In addition to the slave business issue, VA residents also resented the fact they lost their representation in Congress by becoming part of DC, an issue that still angers DC residents.
